CITT Investigates Rebar Dumping and Procurement Complaint, CRTC Reviews Broadcasting Licenses, Public Service Commission Approves Federal Employees’ Candidacies
The Canadian International Trade Tribunal (CITT) has initiated an inquiry into the dumping of hot-rolled deformed steel concrete reinforcing bar (rebar) from Bulgaria, Thailand, and the United Arab Emirates. The inquiry will determine if the dumping has caused or threatens to cause injury to the Canadian industry. Interested parties must file participation forms by October 1, 2024, and a hearing will commence on December 9, 2024.

Regulations on Quaternary Ammonium Compounds and Pension Plan Assessment Rate Announcement
The Minister of the Environment and the Minister of Health have assessed a substance known as quaternary ammonium compounds, plant-based alkylethylbis(hydroxyethyl), Et sulfates (salts), and suspect it to be toxic under the Canadian Environmental Protection Act, 1999. The Minister of the Environment permits its manufacture or import under specific conditions:
- The substance can only be used as an antistatic agent for fiberglass and plastics.
- The notifier must inform the Minister of the Environment 120 days before manufacturing in Canada, providing detailed information about the manufacturing process, transportation, storage, and disposal methods.
- Waste and containers must be thoroughly rinsed and either incorporated into antistatic formulations or disposed of by incineration or in an engineered hazardous waste landfill.
- Any environmental release must be immediately contained and reported to the Minister of the Environment.
- The notifier must inform any person receiving the substance of these conditions and obtain written confirmation of their compliance.
- Detailed records of the substance’s use, quantity, distribution, and disposal must be maintained for at least five years.
